Two Houses in the Same 92130, Assigned to Different Schools. Why?

The answer is simple. ZIP codes and school districts are two completely separate systems. A ZIP code is drawn by the post office so mail gets delivered. A school district is drawn by the local education government. Each side drew its own lines, so the fact that they do not line up is normal. Carmel Valley happens to be a neighborhood cut in two, so two houses in the same ZIP code going to different schools is nothing strange.

Carmel Valley is a newer community, built out mostly in the 1980s and 90s. By the time the houses went up, the land already sat across two elementary school districts that had been there for years: Del Mar Union and Solana Beach. A builder cannot redraw a school boundary. The result is 11 elementary schools split between two districts, seven under Del Mar Union and four under Solana Beach. On a map you can get a rough sense of it. Schools near Del Mar Creek are generally Del Mar Union, and the east side of Carmel Creek Road is generally Solana Beach. But that is only a rough sense. Which school a house is assigned to depends on the street address, not the ZIP code.

A lot of people ask why the boundary is not simply redrawn so the whole neighborhood is one district. The reason is practical, and it comes down to money. A school district has its own elected board, collects its own taxes, and the education tax on your property tax bill goes to it. It also has its own bonds and its own school property. How the tax base gets split, who pays off the bonds, who owns the buildings, every one of those is a fight, and parents do not want a good district of theirs merged away. In California, changing a school district boundary has to clear several levels of county and state approval, so basically nobody touches it, and the split stays as it is.

There is another reason it gets confusing, called an Option Area. In the Del Mar Union district, some addresses can choose between two schools, for example Ocean Air or Torrey Hills, Ashley Falls or Sage Canyon, Ashley Falls or Sycamore Ridge. Two families on the same street can end up at different schools. The boundary is not drawn wrong. The system was built to leave room for choice.

The Solana Beach side has a different kind of confusion. That district splits the grades. Carmel Creek takes kindergarten through third grade, and Solana Pacific takes fourth through sixth. A child in the same district changes schools going from third to fourth grade. Families who just moved here are usually surprised the first time they hear it, but that is how this district has always been set up.

One thing you can count on is that high school is the same for everyone. No matter which elementary district a house falls in, Carmel Valley high schools all belong to the San Dieguito Union High School District, which means Torrey Pines and Canyon Crest Academy. The difference is that Torrey Pines is a boundary school, assigned by home address, and Canyon Crest Academy is a school of choice, which you have to apply to. That part deserves its own article.

So before you buy, the safest thing to do is take the address to the school district website and check the School Locator. The schools listed on a listing site are only a reference. Different sites use different sources, and what they list can differ. What the district says is what counts. Just remember one thing: the same ZIP code does not mean the same school district. Check by address, not by ZIP code.
